At school my teachers need to create an academic reference about me for uni. I want to do a web design degree and need to tell my teachers what skills / personal qualities are needed so they can create the academic reference. Any help will be much appreciated.

4. Commitment(web sites seem easy at first, until you realize how big they actually are. You must be committed to finishing the entire project.)

You need skill, and alot of time, and you need to learn HTML.
Do I need a web developer or a web designer? How do I go about picking the right one for me?
You do not need either if you are willing to put in the work. There are many web hosts that provide step-by-step assistance in web building. im interested in doing this when im older. what type of software do you use and how long does it take to create an average website. what what happens in an average week. do u work in an actual office or do u do it at home. how much do u get paid a year. are there any qualifications i will need to do this. btw im only 15
That’s a perfect age to start developing websites.
Do not expect riches right away. There are lots of young talented web designers. If you live in the US and make $20K a year, that’s nice spending money but not to live on. In India and other lower wage countries that’s a lot of money to live on. So understand the economics of low wage countries vs. those with higher wages (US, western europe).
You can work at home and communicate with your employers via IM or email. Typically you deploy your web sites on a staging server where your employer can look at the site.
More important than the $$ or qualifications is that you must really like what you are doing. Building good web sites is hard work, and there are too many technologies for doing so to master by a single person.
Most serious web sites involve some kind of server-side technology, in addition to static content (html, css, image files, flash videos).
You can pick LAMP (Linux, Apache webserver, PHP, mysql for database). Or you can go the Java/JSP with Apache or jboss and oracle or mysql route. Or the microsoft technologies: asp .net, IIS (web server), sql server, C# programming.
One step at a time: starting with HTML and CSS, and some basic image editing (photoshop elements is fine). You can purchase adobe dreamweaver, which is the pro’s choice. Microsoft has expression web 2.0, which is $99 and almost just as good.

I am extremely interested in a career as a Graphic Designer. Is there such thing as a Freelance Graphic Designer? I am skillful in many aspects of Graphic Design, however, I would like to know how to take the first step into this career path. Any help/suggestions greatly appreciated.

Yes.. it’s a very easy career to get into. You just need a computer and software and some artistic talent. (you sound like you already have those).
Just start by making your own website, and then approaching local businesses to offer your services. Do free work, posters, flyers and the like for local charities, churches etc and put your contact details at the bottom. Go to the local print shops and find out about what formats they need work in. Leave your own flyers there. Put your flyers through the mailboxes of every business in you city. market yourself. Make up some business cards and have them ready to hand to people you meet who might be interested in your services one day.
If you’re reasonably good, and don’t over-charge, you’ll get lots of work.
Qualifications don’t matter at all. It’s not like being a doctor where someone gets hurt if you mess up. If your work is good, that’s all that matters. Studying can be good, because you will learn, but the qualification doesn’t matter.
edit: as the others say.. don’t worry about chasing a "job" as a graphic designer. It’s the kind of thing you have to do yourself, self-employed.
