Are there any useful sites that teach you how to use, design, and make flash web sites
There is a tutorial and some very useful links at:

For absolute beginners, I would very much recommend the book Flash Right from the Start by FR Heathcote, published by Payne Gallway.

How do I design or create a good quailty (Not just this "old type of game") using flash?
Where do I download the right type of flash software to create a game?
And is there anything else I should know about designing a game with flash or just in overall in designing a game?
Lastly, are there any tips about using flash to design a game?
You’ll probably need to use Actionscript, which is Flash’s programming language.
You’ll need Macromedia Flash (not the player!).
There’s an excellent and very fun book that could help you. It’s called "Flash MX ActionScript for Fun and Games" by Gary Rosenzweig. I own and have read the previous version of the book and found it very enjoyable and educational.
Joshua talks about the satisfaction he gets from working on challenging problems as a Flash Designer at YouTube.

Ok, Thanks, So how do I design a game using Flash software and where can I download this software?
yea you will have to purchase the Macromedia Flash program to create a game with flash. It’s REALLY expensive (as in like $700), but if you are a college student sometimes you can get a less expensive student version through your school’s bookstore, and also most campuses have computers with the software, so maybe you could do it there? Or if you aren’t in college I would check with your local libraries. You can download a 30 day trial version of flash here: http://www.adobe.com/downloads/
but use it wisely- look into how to do it first because 30 days isn’t long to perfect a game! Flash is addictive.
Once you’ve got flash, you create different objects and then add scripts to them to make them interactive. Here’s a link to a bunch of tutorials for making flash games: http://www.tutorialized.com/tutorials/Flash/Games/1
