If you’re looking to learn HTML and CSS, there is no better place than http://htmldog.com/.

If you want to learn how a particular website is made, you can use View Source (right click on IE) or the Mozilla add-on Firebug (Firefox) which has "Tools for web development, allow inspect, edit and monitor CSS, HTML and JavaScript live in any web page. Include documentation, FAQs, videos and discussion …"

If you’re looking for web design theory, or what a consumer wants and how to sell something, I’m sure a quick Google search can yield some useful information as well.
