9 months late, I know. Just my 2 cents.
HTML isn’t really a language to learn, you just learn it as you learn CSS and Javascript IMO. It is hard to say which I would choose. Though, I would probably choose computer programming as it will help you most with other languages such as PHP and Javascript. HTML and CSS are very basic and easy languages to learn. Good luck

Creating the functional part of a website is called web developing.
A web designer needs 2 be gud wid color combinations, fonts, graphics, Photoshop, flash, layouts. Shud be good at presenting content.
A web developer needs 2 be good at HTML, javascript, dreamweaver,ASP, PHP, Databases like SQL,etcc

In my eye’s as a web designer the most important thing about any web site should be it’s usability and it’s readability. Cos at the end of the day if you don’t make it user friendly how can you expect people to use it.
I’d also like to see more sites looking into offering there users the chance to see there site in normal or larger size font, As well as been able to view a flash site as a non-flash web site, As I know that some of these bookmarklets tend to only work on text based sites.
