Well depending on what kind of site you want to make for a personal kinda deal I would simply go to www.freewebs.com and use there site hosting which you can also use there site builder too. It is very simple to use. Now if your makeing a more serious site like for bussness or a club or wtv I would use the Front Page program. You could pick one up on ebay or microsoft.com might have one. But it's a little more complex but sill offers a simple drag and drop kinda site building(it's not scipt or anything hard) Only think I run into with it is that it's hard to really put it up somewhere unless you plan to host it from your computer then it's a little more simple. But as far has hosting it goes Freewebs is the best way.
